My mission is to build a city government in Holyoke that works for everyone—open, fair, and accountable. Guided by the values of honesty, equity, and reliability, we are committed to community building and creating a stronger, fairer community where every resident and business can thrive.
City government should save time and money, not waste it. As part of our campaign, we’ll streamline processes, align policies for consistency, and ensure standards are realistic and enforceable. Through effective community building, smarter government means fewer delays, less frustration, and better results for residents and businesses alike, especially as we work towards a more efficient Holyoke City Council.
City Hall should serve the community with fairness, openness, and respect. Jen will strengthen transparency, ensure decisions are based on merit, and foster a culture of professionalism. By improving communication between City Hall, the Holyoke City Council, and residents, we can enhance community building and bolster confidence in local government.
Our campaign emphasizes that Holyoke should welcome businesses—not drive them away. This means reducing burdensome taxes, streamlining the permitting system, and simplifying regulations. By making it easier to open and grow businesses, we’ll enhance community building, create more local jobs, expand opportunity, and build a stronger tax base that funds the services our community needs.

Born and raised in Holyoke, she is a proud product of Holyoke Public Schools, having attended Metcalf, Lawrence, Peck, and Holyoke High School. She earned an Associate’s degree from Holyoke Community College and a Bachelor’s in Political Science from Westfield State.
A married mother of three, all of whom are students in Holyoke Public Schools, she lives in the Ingleside neighborhood of Ward 2. Jen's household is multi-racial, multi-ethnic, multi-generational, and neuro-diverse. She has lived in six of Holyoke’s seven wards, with deep roots throughout the city: her mother, Priscilla Paige, grew up on Lincoln Street, and her father, Armand Chartier, proudly served the Holyoke Police Department for over 30 years.
Jen's involvement in the community began through the schools. She was elected President of the Donahue School PTO (DPCO) and served on the Local Stakeholders Group as well as the Holyoke Public School Special Education Task Force. Recognized with a Volunteer Award from the Youth Commission Task Force, she currently serves on the Holyoke Community Police Relations Board and on the Boards of Holyoke Art and Enlace de Familias.
With over 20 years of experience as a paralegal, Jen has built a reputation for analyzing complex issues and collaborating to find practical solutions. Her legal expertise has sharpened her ability to advocate, problem-solve, and build consensus—skills she’s eager to apply in her campaign for public service.
Having worked at City Hall for several years, Jen witnessed firsthand how broken and disconnected our systems can be. This experience fueled her commitment to bridging the gap between City Hall and City Council, ensuring that government operates more efficiently and transparently for everyone.
Jen is running to restore accountability, strengthen community trust, and bring common-sense leadership to local government. With a long record of commitment to community building, she is ready to put her dedication, experience, and deep local ties to work for the people of Holyoke.
